2014 KU-UTC Joint Training Course of Road Infrastructure Asset Management/ Transportation Planning

2014年9月24日-26日にかけて，ベトナム交通通信大学にてアセットマネジメント・交通計画に関するサマースクールを実施しました．学生，実務者ら延べ100人以上が参加し，盛会のうちに終了しました．

平成26年8月20日から22日にかけて3日間、第11回過疎地域におけるソーシャル・キャピタルに関するシンポジウムが開催されました。地域開発と資源管理に関する知見を高めることができました。スウェーデン、日本、中国からの約20名の学生、研究者が参加し、経済学、土木計画学、歴史学、地理学の分野における地域開発に関する先進研究について議論し合いました。

来年度以降も継続して実施される予定であり、来年度は飛騨高山で行われる予定です。

2nd Sino-Japan Seminar on Integrated Land Use – Transport – Environment Planning and Modeling

2014年7月5日，南京大学国土资源与旅游学系との共同研究の一環として，国際会議”2nd Sino-Japan Seminar on Integrated Land Use – Transport – Environment Planning and Modeling”を開催しました．
南京市をはじめとした中国長江流域の地域における土地利用や人口変化に対応した低炭素都市政策の現状について相互理解を深めると共に，政策分析ツールとしての土地利用・交通・環境統合モデル構築について議論を行うことを目的として開催されました．午前中のキーノートセッションでは，小林潔司経営研究センター長から土地利用・交通モデルの歴史的進展と今後の展望について，南京市都市交通計画研究所の楊涛教授から南京都市域における土地利用交通計画の現状について，それぞれ講演がありました．その後，松島格也准教授，博士課程の張潤森さんを含む，日中双方から6名の若手研究者による研究発表が行われました．土地利用や人口変化の現状と課題についてや土地利用・交通政策を分析するモデル構築の方法論などについて活発な議論が交わされました．

The 9th Workshop on Social Capital and Development Trends in the Swedish and Japanese Countryside

The objective of the workshop is to discuss common topics of rural regions of Sweden and Japan, with the concept of social capital as common denominator. This workshop is the seventh workshop with this theme and will be arranged as a special session of the European Regional Science Association’s 50th Anniversary Congress. Topics of interest in this workshop include :
 Social capital in business life, government and civil society
 Policies for rural development
 Community governance and partnerships
 Commons and their management
 Local engagement, social economy and the third sector
 Sustainable management of natural resources
 Tourism’s role in rural development
 Climate changes’ threats and opportunities for the countryside

平成24年5月24日から26日にかけて3日間、第9回過疎地域におけるソーシャル・キャピタルに関するシンポジウムが開催され、地域開発と資源管理に関する知見を高めることができました。スウェーデン、アメリカ、日本、韓国などから約30人の研究者が参加し、経済学、土木計画学、情報学、歴史学、地理学の分野における地域開発に関する先進研究について議論し合いました。特に，農山村地域の持続的な発展に関する各国の共通課題について議論し合い、ソーシャル・キャピタルの側面から革新的な学問的展望を提供することを目的としたものです．以下は、その様子です。

2011 KU-UTC Joint Training Course of Road Infrastructure Asset Management/ Transportation Planning

2011年度　道路インフラアセットマネジメント／交通計画に関する京都大学・ベトナム交通通信大学ジョイントトレーニングコース

日時：平成23年9月22-24日

場所：ベトナム交通通信大学

平成23年9月22－24日にかけて，ベトナム交通通信大学（UTC, University of Transport and Communications）において，道路アセットマネジメント及び交通計画に関するサマーコースを本大学院の主催，経営研究センター共催のもとで開催しました。道路アセットマネジメントに関するサマーコースは2005年度から，交通計画に関するサマーコースは2009年度から開催しており今年でそれぞれ7回目，3回目を迎えます．

道路の建設・維持管理の問題は，先進国のみならず発展途上国でも見られる共通の課題です．ベトナムにおいてもその問題は顕在化し，適切な維持管理のスキーム，データ収集・データベースの構築が求められています．道路アセットマネジメントに関するサマーコースでは，本大学院から小林潔司教授，河野広隆教授，澤井克紀教授，工学研究科から大津宏康教授，塩谷智基准教授，大阪大学から貝戸清之准教授，岐阜大学から沢田和秀准教授，ベトナム交通通信大学からNguyen Viet Trung教授，Nguyen Dinh Thao講師，チューリッヒ工科大学からNam Le Thanh研究員，NEXCO総研から神谷恵三氏，青木圭一氏，阪神高速株式会社から坂井康人氏，PASCO Corp.から青木一也氏，片平エンジニアリング・インターナショナルの加藤恒夫氏が講師として参加し，合計15コマに及ぶ講義を実施しました。さらに，今年度は15コマの講義に加え，2011年7月に開始されたJICAの道路維持管理能力強化プロジェクトを考慮して，アセットマネジメントシステム”Kyoto Model”の試行版を実際のパソコンを用いて参加者に利用してもらう講義を実施しました。約30名が参加し，ベトナムにおけるアセットマネジメントの実践課題について多くの質疑応答が行われました．

また，発展目覚ましいベトナムにおいても交通計画の重要性は高まっています．交通計画に関するサマーコースは，その基礎概念や費用便益分析，交通計画を実践するために必要な知識を提供することを目的として実施しています．本大学院から小林潔司教授，工学研究科から松島格也准教授，金広文准教授，大西正光助教，吉田護助教が講師として参加しました，また，現地に則した講義を行うため、ベトナム側からベトナム交通省・交通開発戦略局長のLy Huy Tuan氏，ベトナム交通通信大学からNguyen Trong Hiep講師を本サマースクールの講師として迎えると同時に，より実務に近い立場から交通計画を理解してもらうため，中央復権コンサルタンツの千田祐一郎氏，交通工学，交通分析を専門とする国際コンサルタント会社Perunding Trafik Klasik Sdn BhdのChin Kar Keong氏を講師として迎え，三日間合計で15コマの講義を実施しました。本サマーコースには，ベトナム交通省関係者，UTCの若手講師，学生ら約40名が参加し，交通計画の適用事例に対して数多くの質問がなされ，交通計画の実践に対する関心の高さが強く示される結果となりました．

これらの二つのサマーコースは来年度以降も継続して実施していく予定です．

Kyoto University and Tongji University Joint Seminar on Urban and Transport Management for Sustainable Society

都市・交通マネジメントに関する京都大学・同済大学合同セミナー

日時：２０１１年１１月７日

場所：京都大学吉田キャンパス・総合研究２号館３階CS演習室及び大演習室１

概要報告：

平成23年11月7日（月），京都大学・同済大学合同セミナー「持続的社会形成のための都市・交通マネジメント」が開催されました。本セミナーは，京都大学と同済大学の共催のもとで毎年開催しているセミナーであり，今年度は京都大学において開催しました。持続的社会形成は，アジアの大都市が抱える共通の課題であり，適切な都市・交通のマネジメントが求められます。本セミナーでは，中国及び日本の都市が抱える問題を包括的な立場から俯瞰し，都市・交通マネジメントに関する知見を共有化することを目的としています．今回のセミナーでは，京都大学からは小林潔司教授，宇野伸宏准教授らが，同済大学からは楊暁光教授，楊東援教授をはじめ20名の研究者・学生が参加しました。日本側から11件，中国側から12件の発表が行われ，都市・交通マネジメント政策の重要性はもとより，具体的な都市の課題について多くの議論が行われました．来年度以降も継続的に大学間で協力していくこと確認し，本セミナーは閉会しました．

1st International Seminar on Integrated Computable Land use-Transportation-Environment Model

京都大学経営管理大学院では，2011年7月5日，京都大学桂キャンパスC1棟314会議室にて，国際会議”1st International Seminar on Integrated Computable Land use-Transportation-Environment Model”を開催しました．
本学と大学間学生交流協定を結んでいる南京大学より地理与海洋科学学院PU Lijie教授を始めとした研究グループを招いて，低炭素社会の実現とグリーイノベーションを目指した統合的な環境土地利用交通モデルの開発に向けた議論を行いました．また，中国国家留学基金管理委員会「国家建設高水平大学公派研究生項目」により，2010年11月より1年間経営管理大学院に研究員として滞在した張潤森さん（南京大学博士後期課程）が同セミナーの実行委員会委員として運営に携わるとともに，滞在中の研究成果を発表しました．今後同プロジェクトに関する共同研究を進展させるとともに，来年は南京大学で第２回セミナーを開催することに合意しました．

Objective

Any single player can carry out neither construction projects nor infrastructure development. Joint venture in construction industry is an essential organizational vehicle contributing to economic outputs through the development of infrastructure and utilities. In most countries, joint venture in infrastructure development differs from other joint venture such as in industrial development. Infrastructure development in most countries is the responsibility of the public sector, while other sector such as industrial development is mostly associated with the private sector. Therefore, these 2 sectors would also have different joint venture implementations. Aside the differences in its implementations on various sectors, joint venture work are being done differently for each country, starting from its scheme, procurement, financing to its risk management. By understanding the different characteristics of joint venture work in each country, we are going to be able to learn from the experiences of other country and develop a better framework for joint venture work. Since the development of joint venture has been rapid and intersects with many other aspects, this conference would accept broader topic related to joint ventures.

Public Sector in this case, has a big responsibility to ensure the continuity of those investments. However, public sector in developing countries often faces issues in making investments, among them is the financial constraints and risk occurrence. Therefore, joint venture investment is seen as a solution for developing countries to improve or maintain its economic growth while also reducing public sector’s liability on the other side. As recently, decentralization has been playing an influential role in a country’s development, the interaction between joint venture work and decentralization on solving those issues would also be an interesting matter to be discussed.

Achievement and Results
The conference attracted more than 100 attendants and 36 papers from Asian countries such as Indonesia, Malaysia, Vietnam, Thailand, Japan and Korea, including the keynote speech delivered by deputy Minister at Coordinating Ministry for Economic Affairs. One of the major topics addressed by the speakers is the role and implementation of public-private partnerships (PPPs) in developing countries. Attendants had a fruitful discussion on the implication of different political and economic background in each country on PPPs implementation through the country case studies. A key finding is that efficient and effective functioning of multi-national joint venture is increasingly getting important as players have to overcome various cultural differences in the globalized construction markets. The conference was concluded by stating that a conference next year will be held at National Hanbat University in Daejong, Korea in October to continue exploring the joint venture study.

目的・概要

建設工事及びインフラ整備事業には，多数のプレイヤーが係わる．ジョイントベンチャー（以下，JV）は，インフラ整備事業において，不可欠な組織上の仕組みであり，JVの成否が事業の経済的パフォーマンスの重要な要因となっている．多くの国では，公共セクターがインフラ整備の責任を負っており，他の産業は主に民間セクターに属するという点において，インフラ産業は特殊である．したがって，インフラ産業におけるJVの形態は，それ以外の産業とは異なっているであろう．また，それぞれの国によっても，JVが採りうる形態は，調達，ファイナンス，リスクマネジメントの観点から異なる可能性がある．これらの国々で異なりうるジョイントベンチャーの形態を理解することによって，他国の経験から学習し，さらにより良いJV工事の枠組みを生み出すことができる．JVは，非常に多くの論点を含んでおり，本国際会議に於いては，JVに関する広範囲のトピックを受け入れた．また，インドネシアでは，地方分権が進展する中で，公民連携のJVがもたらす影響についても，議論の対象とした．

シンポジウムの様子・得られた成果
本国際会議には，100名以上の参加者が集まり，経済担当の副大臣からの基調講演を含む36編の研究発表があった．主な議論のトピックの一つとして，公民連携（PPP）の役割と，実際に実施する上でのさまざまな問題があった．参加者は，異なる国の間で実施されているPPPの研究から，政治経済的な背景の違いを認識し，それらがもたらす影響について，有意義な議論を行うことができた．また，建設産業が国際化する中で，JVはますます重要になり，文化的な違いを乗り越えて，効果的に機能する仕組みを確立することであることが分かった．来年は，10月に韓国太田市の国立ハンバット大学において，本国際会議が実施される．
